Managed by Maryland utilities, EmPOWER Maryland offers a variety of rebates and incentives to save energy and money — from appliances and lighting to energy audits and efficiency improvements. Programs are administered through your utility company. Contact your utility or visit the PSC website to find out what rebates are currently available in your area.
Find rebates on ENERGY STAR certified products near you. The ENERGY STAR rebate finder allows you to search for available rebates on qualifying appliances, heating and cooling equipment, windows, and more by ZIP code.
The Maryland Energy Administration offers a Geothermal Rebate Program for Maryland residents installing geothermal heating and cooling systems, also known as ground-source heat pumps. Contact the Maryland Energy Administration for current program availability and rebate amounts.
Homeowners can save up to $3,200 per year on qualifying energy-efficient home improvements, covering up to 30% of eligible expenses under the federal Inflation Reduction Act. Qualifying improvements include heat pumps, heat pump water heaters, insulation, windows, doors, and home energy audits. These credits reset annually so you can claim them each year you make qualifying improvements.
Maryland counties offer various tax credits for clean energy projects. Available credits vary by county and may cover solar installations, energy storage systems, geothermal systems, and other qualifying improvements. Find out what your county offers today.
Solar & Energy Storage Programs
Grants, rebates, and financing specifically for solar panel installation and energy storage systems.
Administered by the Maryland Energy Administration, the Maryland Solar Access Program helps eligible Maryland residents install solar photovoltaic (PV) systems to power their homes with clean, affordable, and sustainable energy. The program helps deliver more equitable solar incentives to Marylanders.
Tax credits are available on a first-come, first-served basis for Maryland homeowners installing an energy storage system. Contact the Maryland Energy Administration for current program availability and credit amounts.
Renewable Energy Financing supports homeowners in Montgomery County, Maryland. To qualify, you will need a proposal from a participating solar installer, fill out the eligibility form online, and apply through a participating lender like Clean Energy Credit Union. Both short- and long-term loans are available based on credit and other factors.
Access Solar helps homeowners in Montgomery County with annual incomes up to $97,500. Homeowners can choose to own or rent their solar system to help make clean energy accessible and affordable.
Loans & Financing
Low-interest and no-interest loan programs to help Maryland residents finance energy-efficient home improvements.
MCEC’s Clean Energy Advantage Loan Program offers Maryland homeowners 0% APR financing for the first 24 months on qualifying energy-efficient home upgrades. When combined with EmPOWER Maryland utility rebates, it is an affordable option for a wide range of energy improvements. Loans are available to residents served by BGE, SMECO, Potomac Edison, Delmarva Power, Pepco (excluding Montgomery County), or Washington Gas.

The Net Zero Loan Program is a statewide initiative for new home construction or extensive energy retrofits to existing homes. The program encourages energy-efficient design and technology, renewable energy use, and achieving a Home Energy Rating System (HERS) of 50 or lower.
BeSMART Energy Efficiency Loans for homeowners are provided through the Maryland Department of Housing and Community Development and offer financing to improve energy efficiency through appliance upgrades, heating, ventilation and cooling system replacements, and whole house envelope improvements. This program has no income limits.
