Energy Options for Rural Maryland Residents
Some areas in Maryland do not participate in retail electric competition, including municipal and rural cooperative systems. These community-owned, non-profit utilities purchase energy at wholesale prices and pass the savings directly to their customers. If you are served by a cooperative or municipal utility, your energy options differ from those available in deregulated areas.
Electric cooperatives are member-owned, non-profit utilities that operate differently from investor-owned utilities like BGE or Pepco. Cooperatives purchase energy at wholesale prices and pass the savings directly to their members. Because they are member-owned, cooperatives prioritize service to their communities rather than profit. Rural cooperatives in Maryland include A&N Electric Cooperative and Somerset Rural Electric Cooperative.
Some areas in Maryland do not participate in retail electric competition. If you are served by a rural cooperative or municipal utility, you may not have the option to choose a separate electricity supplier. Check your cooperative or municipal utility website to learn more about their specific programs and energy options available to you.
Even without retail choice, cooperative members can access a range of energy-saving programs. Many cooperatives participate in EmPOWER Maryland and offer rebates for energy-efficient upgrades including heating and cooling systems, insulation, and appliances. Check with your cooperative directly to find out what programs are available in your area.
Rural Maryland residents are eligible for the same state financial assistance programs as other Maryland residents, including the Maryland Energy Assistance Program (MEAP), the Electric Universal Service Program (EUSP), and the Weatherization Assistance Program (WAP). Income-eligible households may also qualify for free weatherization through the Maryland Office of Home Energy Programs (OHEP).

Rural farms and small businesses in Maryland can access additional energy programs through the USDA Rural Energy for America Program (REAP), which provides matching grants for energy efficiency projects.
